Cyber Cafe computer centers are found in many cities around the world. Now, a few American high schools are opening these centers. For example, high school in the state of Maryland began operating a Cyber Cafe last March. All students at Bethesde-Chevy Chase High School in Bethesda can use the Cyber Cafe. The idea for a Cyber Cafe at Bethesda-Chevy Chase High School began three years ago. A that time, officials were planning o restore the school building. Parents interested in technology proposed a Cyber Cafe.
They wanted this center even though schools in the area had suffered budget cuts. The community wanted to help. It wanted all students to have the best chances to learn.
Officials in the area supported the idea. So did an organization called the Bethesda-Chevy Chase High School Educational Foundation. The foundation includes parents, teachers, former students, and business, community and other leaders.
Over two years, the foundation collected money for a Cyber Cafe and other new computers. It received more than one hundred seventy thousand dollars. The Café now has sixteen computer, a printer and a device called a scanner . School official Ann Hengerer (HEN-grr-er) says students use the Internet to complete research. They also write homework and required papers on the computers. In addition, they can send and receive electronic mails. That is especially helpful for the many students who have family members in other nations.
The Cyber Cafe also serves a social purpose. Visitors can stop by for a drink of coffee, tee or hot chocolate. On Long Island, in School has six computers in is Cyber Cafe. One student at the school says students can start their homework even before they leave school.

A kitchen that gives step-by-step cooking instructions in French could inspire a revolution in language learning in the UK. By using a new technology, it speaks to you as you prepare a French dish. The kitchen breaks new ground by taking language learning out of the classroom and linking it with an enjoyable and rewarding real-life activity.

BEIJING—Family planning officers will handle the illegal birth case of film director Zhang Yimou by following legal procedures, a government spokesman said on Tuesday, December 10, 2013.
When asked to comment on Zhang’s case at a press conference, Yao Hongwen, spokesman for the National Health and Family Planning Commission(NHFPC), said “Every citizen is equal before the law and nobody is allowed to have privileges(特权)to give birth to more children than allowed.”

China’s family planning policy, introduced in the late 1970s to slow down the country’s growing population, limits most urban couples to one child and most rural couples to two. The policy was recently relaxed, allowing couples to have two children if one of them is an only child.
Those who break the policy face severe fines. The amount of the fine is generally several times the yearly annual income of the two spouses(配偶). Some media calculations put the fine that Zhang may face at as much as 160 million yuan(over $26 million).
Zhang’s birth case has caused criticism online about famous people who have more children than the policy allows.
In an open letter on December 1, Zhang admitted that the couple has two sons and daughter and they are willing to accept investigation and punishment according to China’s laws and regulations. He apologized to the public.
